The retiree benefits program is designed to provide you with valuable resources and coverage options to help protect your health, financial security, and overall well-being. You have access to a range of benefit options, along with tools and guidance to help you make informed decisions about your coverage.

Please Note: If you are newly eligible for retiree benefits, this is your one-time opportunity to enroll in coverage through CCDS. If you do not enroll in a benefit when first eligible, you will not be able to enroll in that benefit at a later date. For additional details, click here.
Choosing Your Benefits
Before you enroll in your benefits, carefully examine all of your options. CCDS has designed a benefit program that allows you to select from a variety of plans to best serve you and your family. Choose the program that fits your needs, keeping in mind that other coverage may be available to you through your spouse’s employer, the Federal Health Insurance Marketplace, Medicare, FloridaKidCare, veteran programs, or other associations.
Paying For Your Benefits
Retirees pay premiums for the entire calendar year. Your first payment is due on September 30, 2026. If you prefer, you can pay your premiums on an annual basis. The 2026-2027 rates for the medical, dental, vision, and life insurance plans can be found here.

Medical Benefits
Administered by Blue Cross Blue Shield
The Blue Cross Blue Shield network is available for all employees. You are encouraged to visit www.myhealthtoolkitfl.com to search the provider directory for physicians and hospitals within your service area.
Your healthcare ID card reflects your coverage under the medical and prescription drug (if enrolled). Additional cards can also be ordered with Blue Cross Blue Shield at www.myhealthtoolkitfl.com.
Quest Diagnostics is FL Blue's in-network provider for lab work.
Pharmacy Benefits
Administered by Express Scripts
Retirees who have elected medical coverage will receive prescription drug coverage through the Express Scripts pharmacy program. You will receive a separate pharmacy card.
Rx Benefits are INCLUDED with medical, however you will still receive a SEPARATE PHARMACY CARD.
Your pharmacy benefits are through Express Scripts.
Medicare Benefits
There are 10 plans to choose from. A key feature of all 10 plans is that you can go to any licensed provider in the USA and worldwide. All 10 plans include a prescription drug discount card that allows you to purchase prescriptions at a lower price. You can also sign up at no extra cost for the new Medicare approved Script Save Premier. Three of the plans offer a 50% reimbursement on drugs in addition to the discount.
Dental Benefits

Your dental benefits represent a significant component of our compensation package because we believe we need to invest in programs that help our employees and their families prioritize their dental health.
You have three (3) plans options through UnitedHealthcare (UHC).
Vision Benefits
Administered by Humana via the Insight network
Your vision health is an important part of complete wellness. We are pleased to present your vision benefits through Humana which are designed to give you and your covered family members the care, value and service to help maintain good vision and overall health.
